Startup Monitor is a free utility that sits in your system tray. Whenever a program tries to install itself as a startup item, Startup Monitor notifies you, allowing you to allow or deny the change.
Do note, there are any number of nearly identical utilities out there that more or less do the same thing. I tested the version that ships as a companion to the Startup Inspector utility discussed yesterday. Free. Windows.
